Pharma Pulse: Drug Pricing Pressure in Europe and the New DSV Air Route

In this week's Pharma Pulse, Europe’s drug pricing standoff intensifies, CMS moves to formalize Medicare negotiation rules, FDA expands OTC naloxone, and DSV launches a new pharma air route.

Welcome to Pharma Pulse, a Pharmaceutical Commerce podcast bringing you the latest insights shaping patient access, regulatory policy, and healthcare innovation. I’m your host, and let’s get into today’s headlines.

First up, pharmaceutical manufacturers are escalating pressure on European governments over drug pricing reforms, with Germany now at the center of the debate.

According to Reuters, major global drugmakers including Pfizer, AstraZeneca, Eli Lilly, and Boehringer Ingelheim are responding to proposed changes in Germany aimed at tightening control over national medicine spending.1 The industry has warned that the reforms could introduce uncertainty around pricing and returns on investment, with potential downstream effects on future manufacturing commitments, expansion plans, and even the launch of new therapies in the German market.

Some companies have already signaled concrete financial implications tied to the policy direction, including scaled-back or paused investment plans.1 The broader strategy mirrors recent dynamics in the United Kingdom, where industry pressure was followed by a revised agreement on medicine spending and market conditions. That UK outcome is now being closely watched as a potential template for how negotiations between governments and manufacturers could evolve across Europe.1

Next, the Centers for Medicare & Medicaid Services made its first move at formalizing the Medicare Drug Price Negotiation Program.

CMS has proposed a rule that would transition the negotiation program from a primarily guidance-based structure into a more permanent regulatory framework, beginning in 2029. The goal is to provide greater clarity and long-term predictability for manufacturers as the program matures, the agency said.

The proposal also updates how the program is administered and how eligible drugs are evaluated for inclusion under negotiation. While details continue to be refined, the shift signals a continued move toward embedding drug price negotiation as a durable feature of Medicare policy rather than a temporary initiative. For biopharma companies, that reinforces the importance of long-range lifecycle and pricing strategy planning across product portfolios.

Turning to public health news, the FDA has expanded access to over-the-counter naloxone, authorizing broader over-the-counter availability of naloxone nasal spray, a medication used to rapidly reverse opioid overdoses, with its approval of Rextovy.2 The expansion is intended to improve access in emergency situations, particularly in community settings where immediate intervention can be critical.

Officials say the move supports ongoing efforts to address the opioid crisis by reducing barriers to access.2 It is part of a broader regulatory push to make naloxone more widely available without a prescription, strengthening public health preparedness at the community level.

And finally, a supply chain update with implications for temperature-sensitive pharmaceuticals.

Logistics provider DSV has launched a new direct air freight route connecting Luxembourg and Indianapolis, designed specifically for pharmaceutical shipments. The company says the route will improve transit times and enhance temperature-controlled handling for high-value medicines moving between Europe and the United States.3

As biologics, specialty medicines, and advanced therapies continue to grow, supply chain reliability remains a critical priority across the industry. Direct pharmaceutical lanes like this reflect ongoing investment in reducing handling variability and improving end-to-end control in global cold chain distribution.
